I have some cracks on the side ribbing of my u-bolt saddles (on top of leaf springs on rear suspension). The cracks are only a 16th inch deep and do not extend across the actual saddle. I'm told this is very common even with new saddles. Is this true? or is this something that I really better get fixed asap?

If i were you i would get the truck in the shop and let them take care of it before dot sees it, if dot doesnt like it you might get shut down till a roadside repair can be done, that will be costly if that happens.

I'd get them fixed right away. I've never see them cracked but I have seen them replaced.

Cracks turn into breaks, but the clamps will probably hold them together. ( for awhile at least).

You don't do that when hauling gasoline. Not for very long anyway.
