an auditor can ask for all the loads broker has hauled in let’s say past 30 days, randomly pick 20-40 loads from the list, and follow the paperwork.
a double brokered load would pop right up. Once the load was tracked from shipper to receiver. Who was the original broker, who picked it up, who signed for it, who delivered it.

Every idiot who works for some government organization with some letters in its name, feels they should show up to my pit, and tell me how to run it. Why does that matter.
When reading up on it, i cannot find where that is illegal.
Many things are sold to a second or third party.
For example, loans, debt collection, insurance, mortgages, leases, and more. -

The practice can be very risky for the carrier that actually hauls the load, and is best to be avoided. Now if everyone is making plenty of bank, and all parties are reputable and all the contracts in order, I guess it's not a problem.
