What if a company forced dispatched a intrastate under age driver out of state would that be a breach of contract?

No such thing as a forced dispatch. You turn the keys, you control where and when you drive. If they send an illegal dispatch for any reason, be it's out of state or hos or whatever you simply don't move the truck until it's fixed.

As for if it's a breach of contract, well you will need to provide the contract you and the company signed to be able to answer that.

You worded the question wrong. The question should have been--- Is it a breach of contract for an intrastate driver to refuse to operate interstate? The answer to that question is a driver should ALWAYS refuse to do anything that is illegal or against a rule. ANY contract that would allow such nonsense is never going to be legally binding.

A contract cannot require you to break the law. Period.
