Very likely why he hasn't given them, even when asked.
He's just someone that seen a truck and went "Oh, look at all that shiny chrome. That'll make me rich!" and had to buy it.

An “inframe” doesn’t necessarily mean leak free. Front and rear structure covers can leak particularly if the truck was out of service for a while and sat. If you pony up the cash to tear the engine down to find old wore out liners and rod and main bearings, you might have a case against them….otherwise it could have very well been “inframed” not so many miles ago.
As for the clutch. If a properly installed genuine Eaton wasn’t done with the transmission, it needs a new clutch anyway IMO.
There are a million things that can go wrong with a 22 year old truck that doesn’t have comprehensive maintenance records. If I found a clean 99 379 with immaculate interior and straight body parts, I wouldn’t even let this bother me (unless I grossly overpaid for it). If the rear structure leak is what took out your clutch, I wouldn’t even bother to drive it from Phoenix to LA to get it fixed for free. I’d fix it NOW….and start recovering your losses by getting the darn thing on the road!

Is it even legal to drive that truck in California to take it to get it fixed for free?

He’ll fit right in with the rest of the non compliant trucks in this Commiefornia state.

Hard to know if they are over priced or whooped from a picture, 855s are usually a good bit cheaper then the yellow motors, everyone likes yellow but the big cams were in everything in the 80s for a reason.

fully restored trucks or true low milage trucks will still bring close to 6 figures, but you need to know what your looking at

Sometimes you get lucky, I have bought trucks at Out of state auctions ,and put them to work. Others have gone in the shop for some work. Its nice to have a back up truck.
