Some trailer dealers rent step decks as well as other types of trailers. I know of one that requires $500 down as a security deposit and will do either a straight rental or rent to own. You will pay a premium for their rent to own program, but it is a way to get into a trailer. You may also check on Landstar's board. There is a section where owner operators can list equipment for sale. I would also check the truck paper. You could even run an ad with them. Also, some of the trucking forums will allow you to post an ad on their forum.

I don't know what they have in inventory right now, but you can check with K & L Truck and Trailer in Knoxville, TN. The deposit may depend on the type of trailer and age of the equipment. They are constantly turning inventory. They have hundreds of trailers in stock, mostly vans, but do have steps and flats that they sell and rent. You will need to contact them to see what they have that you could rent. It has been a while since I have spoken with them about renting something from them. Let me know if you talk with them.
You might also check with some of the trailer leasing companies, such as Xtra Lease. I don't recall if they rent trailers to individuals, but it is worth a phone call. Trailer dealers also have sources for financing where you may get into a lease or lease purchase for as little as 10% down.
