There is nothing in the FMCSR which prevents a person from using whatever color pen they desire to use...as long as the paperwork is LEGIBLE.
I've always used blue pens, myself....fine point, because I write small.

ok...here's why.
i went for my DOT physical last month. i had to fill out the DOT card, then hand it over to the nurse, so the doctor can fill in the rest and sign it....
ok, doctor used black ink....
mine...??? BLUE...
I HAD TO DO THE CARD ALL OVER AGAIN, IN BLACK....
the nurse told me, she had a driver come in and he got a ticket for a non-conforming medical card....WTF you say...??
yep she said, the clinic even photo copied the ticket...!!
the DOT card must be IN MATCHING INK COLOR...(whatever color only, as long as it's ALL THE SAME color).
now what else can i say, i saw the photo copy, i shook my head in disbelief......
so maybe nothing in the DOT FMCSR book about matching ink color, but maybe there is....look it up, it's Sunday, and I'm going fishing...(salt, high tide in 1 hour.) -
I would guess that the ticket probably cited §391.43(g)(1)
The medical examiner is supposed to complete the form, not you as the driver. The same citation COULD be written if the form is in two different person's handwriting, without regard to what color ink pens those two people used. Using multiple color ink pens only draws increased attention to the different people's handwriting.Tazz Thanks this. -

I'm sure you know federal forms Should be filled out in blue or black ink.
Black is preferred.

some forms should be filled out with black ink,
but--signed in blue ink !!!!

Hadn't crossed in years, but the fines handed out by U.S. Customs were usually ridicule, harassment, and humiliation. Bureaucrats with badges, what a bunch of PITAs. The Canadian guys were much easier to deal with...123456 Thanks this. -
if you paper logs that are being computer read--black has to be used--
i prefer black--its for some reason looks a bit more professional--or something ---its the only colout i have in my crayon box now -
actually, when i go for my DOT physical, they hand me the 'long form" and the card...we fill out all the questions, and fill out the card up to and including signing it..then these forms are given back to the nurse and in turn SHE turns them over to the doctor and the doctor completes the forms..now every stinking DOT physical i have EVER HAD, i am given the forms AND the card to fill out......
the doctor, NOR the nurse fills out the areas i fill out....maybe where you go, the nurse or doctor does everything, but not the places i go to, and i'm talking about Concentra as only one place i go to, although i have been to others, and the SAME procedure....
so by the way the rule states, "doctor must complete the form", indicates completion (finish), not start it, which is what we do...so yes, matching inks would be advisable. -
