my truck overheat due to no first fan speed not engaging. VECU has a lot of wires not sure which one to add terminal to . I know old air fan but this PWM completely cut me of guard because dont have any idea how to bypass it. here is my fan connector voltage reading. i know two grounds and one 12v and one 5v. but ive got two 5v on it. here is how it looks

That kind of viscus fan clutch is progressive fan clutch and not easy to troubleshoot, like Pablo said it's control by the Engine ECU,base on truck that i have seen and road tested with the same fan clutch part number of your truck.
When the engine is cold and you start and drive on the road you heard the fan making noise like full engage for the first 2-3 minutes then the fan comes quiet (Normal operation).
    Suggestion:
With the engine is cold and the engine stop turn the fan blade with your hand (clockwise view from front) when everything is normal it's hard to turn the fan blade fast with your hand, but easy to turn slow.
If you can spin it and continue to turn by itself ??
It's not a very popular fan clutch on trucks in my area, up to now when problem occur we have to replace the clutch.
I did a search and the fan blade and the fan clutch itself can be purchase separatly.
    Hope this can help.
    Ben

Sorry, i didn't see the fan clutch has been replace yet. . . .
Did your engine ecm has been change or recalibrate recently for any reason ?
The fan clutch management is a sub-system of your ECM calibration, there two possibility ON-OFF air fan or Viscus Fan in the ECM menu ?
Is it possible that your ECM didn't match your truck S/N ?
    Just an idea ?

    2. ECU was replaced and that fixed the problem , but after few weeks had to replace the harness do fixsome other trans issue and than the problem started

    Any fault codes?

Can you post engine protection log from engine ECM?

How hot is engine? Overheating is over 103 dgr c (218 dgr F)

No second speed. IT IS PWM CONTROLLED

    It changes speed w/o steps
