Non-domiciled CDL's are a much bigger problem.

I keep seeing that term, but wouldn't I also be a non-domiciled if I sold my house and lived out of the company truck? Seems like a not all too uncommon thing.

No you wouldn't be doesn't have anything to do with that. Google it. It could apply to US citizens but doesn't because no US state is currently barred from issuing CDL's. It applies only to foreigners except Canada and Mexico. Banning non-domiciled CDL's is a good idea.
