Volvo ISX VECU codes

Have a 2004 Volvo with isx cummins, the ecm on the truck was replaced because it corrupted, the replacement ECM was reflashed by Cummins to the factory serial number and the template from insite was saved from before the corruption so the features/parameters and everything were put in it. since then we have had our issue

no throttle response and check VECU and check brake ECU messages on the dash.
There are no ECM codes
The code in the dash for the VECU is Mid 144 PSID 200 FMI 9.
Is there something with a reflash for the VECU that is required to match the ECM software? With some testing we have done, checked wiring, checked connectors, checked resistance on J1939 wiring, in the truck features and parameters the accelerator interlock and remote accelerater are disabled in the parameters, they are operated through the VECU, however if we change them to Enabled in the parameters and use source 17 it sets ECM code 0286 cummins code which is multiplexing error code but if we change it to source 49 primary cab control we have no codes but we lose throttle input after about 20 seconds but for the first 20 seconds throttle response is crisp and normal as it should be.
Assuming it is the VECU codes that are causing the ECM to derate power, but what is our fix, nothing changed but the ECM, can a reflash be done to the VECU to match the new ECM software or are we on the wrong track.

 

have done that and now at another shop that is trying to figure it out and the above post is from one of their technicians

 

no haven't replaced TPS, in insite the throttle position reads 0 at all times, I was told this is because it gets it from VECU not from throttle. does that mean our TPS sensor?
