I believe he is saying that he is NOT getting the malfunction indicator light (light continuously on)... But is instead getting the actively operating indicator light (light flashes)... Therefore the system thinks it is working properly and is not throwing a code...

Something is telling the truck that it has sensed wheel spin when there is no wheel spin... So tcs system engages and somehow the computer thinks he should be going slow to control the traction... Obviously at least one bad sensor.

If TCS light is flashes it means TCS turned off manually. Probably it was some previous owner modification or bad wiring. For any malfunction ie wheel sensor or air pressure sensor or actuator circuit ABS module will set permanent ABS/ TCS light on and you can pull the actual active code under menu DIAGNOSTIC /View active faults/ Brake ECU
If malfunction is going away module will turn light off after condition fixed and vehicle speed is 15 mph or more.
I assume PO has done wheels bearing check on the regular basis to save tires. Or I'm wrong?

I had leak in one of the wheels seals, they replaced all 6 of them, had to change bearings in driver side steer and passenger front drive. Inspected all of them, the rest looked fine. New gear oil in differentials, no metal shavings.
I assume it is some type of sensors. Will take it to the shop to check out.

Not sure about PO but I asked the shop to check all bearings and replace all of the wheel seals.
