    Which cluth on the compressor or the fan ?
    I will go and have professional do the recharge and see what happens, but my question is why the fan only cools for three seconds than stops ?even my other truck the fan is running almost minute to cool off the compressor

    You can set fan run time in the ECM. The fan doesn't cool the compressor, it pulls air across the condensor to cool it and bring high pressure down.

    On lots of older trucks, fan control for A/C has nothing to do with the ECM.

    This is a newer truck?

    Have your parameter for fan run time checked.
