Serves him right and he should be fined. Even if he was on his own property that oil doesn't just disappear, it gets into the water somewhere.

... and then there's the Walmart in Boomtown USA (aka Williston, ND ... in "The Best Fracking State in the Union" <--- true story this is their new marketing tag)...

... I pulled into the Walmart late on my clock after noting on Google Street View there were lots of trucks parked in the lot....

... to see what almost looked like a truck stop, a couple dozen trucks all pulled up in double rows, leaving no room for cars in that section of the parking lot..

    ... and...

... VERY large signs saying, "NO TRUCK PARKING. TRUCKS WILL BE TOWED AT OWNER'S EXPENSE" !!!????

So after parking I walk over to talk to another trucker that's got engine parts all over the dirty, dusty pavement (Boomtown)...

... he says, "Oh, that sign? Ignore it. NOBODY messes with truckers in Boomtown. The only things get you in trouble around here are if you are drinking, disorderly, or kill a family in a wreck. I've parked here every day for the last six months"....

Yeah some stores a lax on it. I did the same thing before I hired on with Wal~mart. Had a dedicated water run in a day cab and park at the store by my house along with several other trucks. Came back one night to see a 53' rail trailer that someone dropped in the parking lot, loaded, and the one landing leg went through the pavement. Needless to say, they didn't want me parking there after that. Found another place to park and 3 weeks later, all the trucks they kicked out were back. I personally don't have a problem with other drivers parking at a store. Just use the bathrooms and throw your trash out in a trash can. There are plenty of them in the stores and lots.
