That's what I told him but he called me rude for saying so.

The department of Labor will do nothing for him. He'll have to prove that he deserves this "bonus" to a judge.

Is what he is saying about discretionary and non-discretionary bonus wrong?

If I do XYZ I get my bonus if I do ABC I don't. It would be nice to know that if the boss wants a new hot tub he can keep the bonus on a whim. I always thought the bonus was part of the pay package.

If he is correct then this should turn into a class action lawsuit. If he isn't then it seems Swift manipulates the rules to essential screw their drivers. Either way isn't this good information to know?

I'm looking forward to seeing how this turns out.

If Swift can produce a document signed by the OP that states the first two quarterly bonuses are waived if a sign on bonus was accepted, slam dunk in Swifts corner.

Swift is a large company, with many lawyers. I doubt they would miss a step like that.
But, I guess mistakes could happen.

The cost to the OP for a lost lawsuit would more than outweigh that thousand bucks by several times, I would imagine.

What I have found is whatever a trucking company gives you , they will take that same amount away somewhere else. It’s a losing battle. Then to make matters worse it’s not so swift Swift.

My company has had a sign on bonus at times. I've quit and gone overseas for a year long vacation 3 times and all 3 of those times I returned, found out that they were offering a 5000 dollars sign on bonus for experienced drivers, and I got paid the bonus.

I didn't get docked pay in other ways and never was expected to take a pay cut in other ways to make up for it. Apparently some of these companies and their bonuses are scams but not all of them.
