Was the trucker at fault?

I thought most places have a law that says no right turn on red from the left lane.

 

IF there's a sign, it'll say no right turn on red. and not many intersections have a sign forbidding red light turns.

and that lane was a right OR left turn.

even if the light was green, the truck still screwed up for not watching his mirrors.

you GOTS to watch them mirrors, cars will turn inside your turn ALL the time.
