I wear shorts until it gets below 50 or so, depends on the wind and humidity.
I also drive barefoot and keep a pair of flip-flops next to my seat for when I'm out of the cab. I bought a nice comfy bathroom throw rug from Bed Bath and Beyond for my feet to rest on while I'm driving, much nicer than a car/truck floormat.
I have a bunch of really warm cloths for putting on and removing chains in the winter.

I wear shorts year round, even in the northwest where I run a lot.
I'm also 6'5" and 330lbs, so maybe it's the built in insulation. -

Well,ok.. yeah, I have a pair of black double-thickness jeans I use for those rare times I have to crawl around on gravel.
As for cold... back before I made my kids do it (the chore) I used to shovel snow from my driveway and walk in my shorts... no shirt, no shoes. Freaks my neighborsout
My wife hates it, though. She's not happy if the temp dips below oh... 95 -
