It would seem the Werner's of the world have enough money, power, influence, and connections, that hiring monkeys to drive trucks is not considered out of the realm of sensible decision-making. They know they will ok plenty of drivers who do not have sufficient skills to operate solo, but this is an acceptable risk to them ... can't let any loads go uncovered in coming months.
