Local jobs have always had more applicants than drivers. Usually the 2-5 years of OTR to get hired at a local company, OTR not LOCAL, was enough trucking experience to weed out the bad drivers and the new drivers wanting to be home more often and willing, if necessary, to work for less money than a GREAT OTR job.

Now the trucking economy is very slow so EVERY job has more applicants than openings. I suspect that explains what you are experiencing.

Plenty of OTR companies will consider your 12 years of local work as about the same things as if you just got your CDL. I discovered that when I started looking at OTR companies while working regional day-cab for 18 years. Since I had only gone to 5 states in the last 18 years and not 7 or more, and because I was paid hourly and not CPM, and because I used a day-cab not a sleeper truck I qualified only as a "current CDL driver" not an 18-24 year experienced OTR driver. I don't know if what I describe is common or only happening at the most selective OTR companies. The company I heard this from was using the insurance and operating rules that Prime uses. It was not Prime. It was Jim Palmer trucking that pulls a lot of Prime freight. This happened in 2017, IIRC.
