i bypassed the scales all the time, especially when the ramp to the scale was all the way out onto the shoulder.
the scales southbound in Dumfries, VA, comes to mind...

same with the northbound scales in Greenwich, CT. I-95 , backed up onto the highway..??

in all my 48 years, i never got stopped, or ticketed, or chased.

I run the 401 often in Ontario I love it when the guys driving like idiots in truck restricted lanes cutting everyone off to stay on limiter are sitting on scale ramp which is now full and shuts off the lights allowing you to bypass lol

If there back up into the Interstate, I take the passing lane and keep going. I’m not going to create a Hazard and get rear ended. Yes.!I’ve bypass them several times.
