It's a pee bottle storage tank. You fill it up and it keeps the trailer weighed down when empty for driving through high winds.

It's an aerodynamic device for a trailer.

It is a trailer vent. It creates a low pressure vortex under the trailer, pulling all the air out of the trailer. This low pressure, sort like a vacuum, keeps the cargo on the floor. No need for any load bars or straps. You have to go 35 mph or more for it to work.
