Also, would it be easier to get into siad program with my CDL that i would get from a school i can go to cause the state pays for it or just get my cdl and all through the company. Really leaning with the former since i can come out not owing a penny.

A quick search on the Averitt website shows they have 6 terminals in KY and 7 in TN. They have a dock to driver program. @tscottme drove for them. Other large LTL carriers such as Estes and Old Dominion have dock to driver programs. Call them and ask.

Dot Foods, in Dyersburg, TN, and Manchester, TN, have programs. They do have inward-facing cameras.

The best way to go to CDL school depends on the particular trucking company that hires you for your first job.
ALL OF THEM REQUIRE YOU BE DRUG FREE.
ALL OF THEM TEST FOR DRUGS.
Find the employer that knows your record and will hire you once you have a CDL. DO NOT go to CDL school and hope for the best in an industry that is not hiring every broken unit coming from any and every CDL school.
