    A game possibly? My great grandfather was C. H. Shelly, and he worked for the railroad.     My first thought was ration stamps die to the dates but fed 41 was before the war started , but maybe its what they used for poker chips ?

    That’s my all time favorite comedy movie , ever .

    And correctly predicted the future , in the scene where the old lady gets strip searched while in the background the Arabs are carrying bazokas through the airport .

    A few things, the box is cut in half and was a bulk cigar box for cheap cigars from the 30's.

    Second those are not ration stamps or rationing coupons, but I'm wondering what he actually did on the rail road.

    What did the other cards have on them?

    It could be he handed them out to people for food like soup.
