My driver has his Hazmat Cert, and is hauling a load of copper sulfate. According to the broker only California considers it hazmat. Question is, other than the endorsement, what else do you need? Just don't want him to get nailed at the cali port of entry for anything stupid. He doesn't have placards, but thats one of the things that im wondering about.

Well if you have your own authority who will need:
1-A Hazerdous Materials Certificate of Registration
2-Placards if it is a RQ (reportable quantity)
3-MSDS sheets for the material (Material safety data sheet)
4-Hazardous Materials Transportation license (State Permits) for the states
you plan to travel through.
I'm sure there may be a few things others could add that I forgot.
If your leased to someone you still need to get #1 from your company, you still
need #'s 2,3, and 4.
Being leased the company will provide all the permits and such that you need
and if your running your own authority you will have to get these on your own. -

though, we dont have the hazmat cert. that could suck if he gets stopped at the cali border. seems weird that only 1 state would consider it hazardous material.

Copper Sulfate is NOT a hazardous material according to the regulations. The hazardous materials table at 49 CFR part 172.101 does not list it as a hazardous material. In addition, a state may not preempt the federal regulations in this matter as the USDOT Pipeline and Hazardous Materials Safety Administration states that the federal government has the right to preempt any state from enforcing any rules other than the federal hazardous materials rules.
Here is the applicable page from the 172.101 table listed in alphabetical order. As you can see it is not here. If it isn't here then it isn't a hazardous material in transportation no matter what California says. If he gets a ticket it is easily beat because CA can't impose any rule other than this!!!!!!!!!!!!!!!!
The broker is wrong/incorrect and reportable quantity has nothing to do with it. Weight/amount and/or volume determine placarding but since it is not hazardous for transportation this becomes a moot point. But you as the motor carrier are required to be knowledgeable in these regulations. And if you, the motor carrier do not have the federal hazardous materials registration your driver cannot transport haz mat as defined.

Copper Sulfate is a severe marine pollutant:

Copper sulphate, anhydrous, hydrates.
Marine pollutants may qualify as Class 9 HM and depending on the amount may require UN markings on the trailer.
As a Class 9 material it may have a generic HM Shipping name, i.e. Environmentally Hazardous Substance.
Coonass:
A Hazardous Materials Registration is not required for Class 9 HM.
RQ pertains to Hazardous Substances not placards.
Class 9 is usually excepted from state HM license. Some states have a special permit for special waste which is not the same as hazardous waste.
$1,000,000 of insurance minimum, a security plan for placarded quantities of HM, and HM training for employees.
