That is an elastrator... A tool used to place a very small, yet strong rubber band around a scrotum to remove the blood supply. Which after a week or 2 will cause the scrotum and.its contents to shrivel and fall off. Thus castrating the creature.

 

About 45 minutes ago I hear a "knock" on my door! I open it and there stands Keri's "feller". He is wearing his normal daily utility uniform and I invite him in! He asks me if Keri is ready for her appts today? I look at him scratching my head thinking the lady next door and I was taking her. I looked at him and said won't your command need you? He points to the silver leaf rank in the middle of his shirt and says I AM my command! BY this time Keri is in the living room and he helps her get her shoe on after I get a goodbye from him and a kiss on the cheek and a comment we will bring in lunch off they go. Then just a minute ago my neighbor comes in and tells me we need to shoot him! I said no, much too quick. I said we need to wrap him up in duct tape smear honey all over him and place him over a fire ant mound! All kidding aside. He is able to care for her better than I can right now. Is strong enough to help her move about. So I do consider him a blessing right now.
