    Ok. The ash initially isn't radioactive. The material from the bomb is. So the mixture is radioactive. Some of the ash will become radioactive itself, when thru nuclear decay of the bomb material. Some of ash nuclei is hit with radioactive particles. This will in turn make the ash into a radioactive atom. Until it decays into a stable element.
