Unfortunately the "not legal for new sale after" a date is one of the few ways that Cali has been able to push demand for things. They did it with the emission controls for gas burners back in the '60s to '90s.

Cars, SUVs, and light duty Pickups:
I think 2035 for all cars and pickups sold new in Cali to Californians may be a bit tight on the manufacturers side to deliver a products that can used by the vast majority of their citizens.
A note of interest is at the end of that piece: "The executive order will not prevent Californians from owning gasoline-powered cars or selling them on the used car market."
Medium and heavy duty trucks including Commercial Trucks:
"the Air Resources Board will develop regulations to mandate that all operations of medium- and heavy-duty vehicles shall be 100 percent zero emission by 2045 where feasible, with the mandate going into effect by 2035 for drayage trucks" -- Note the "where feasible" to allow some wiggle room.
Even with Cummins currently working on an Electric drive line, and Feightliner and Paccar road testing class 8s, The 2045 guideline for commercial trucks (with 2035 for Drayage trucks) feels problematic to me. May be O.K. for urban delivery trucks, and relay type operations (One truck heads north, another heads south and they swap trailers in the middle and return home). Not so sure it will work well with the current business models.
A concern I do have is with the number of states that are jumping on (or drug behind) the Cali bandwagon with no plans in place to address the current supply and distribution infrastructure failures and nothing to support the growth in demand that will be coming to the urban centers. I just don't trust the politicos nor "business leaders" to deliver a viable boost to the supply side for the demand surge that is visible on the horizon.
