    Advice from a dummy that hauled a lot of LTL hazmat in the windy plains....find some dowels or sticks that will fit under those cross pieces and wedge them under it to hold the placard. Those cheap stick-on placards won't stay put if you don't when the wind is howling out here in flyover country. 4"-5" long × 2 for each placard holder.
