That crap aint going to fly.....

No water, and doubt they have plans for a Desal/water treatment plant.
Tried to buy some land from a local water company that was designated/acquired for environmental remediation. That got turned down.
County/regional governments will most likely not sign off on the rezoning cause they and their administrative overhead cronies can't get rich off it.
State has regs in place to stop urban areas overtaking Ag land and keep urban sprawl in check.
Doubt there is a way to take it to the feds to override the local graft dealers.

Good luck with that. Just look at things that happened in Cali along those same lines. Developers win. Same in a number of other states. We see it here. Places that should have never been built. Then the law suits start flying. A real messy situation.
