A lot of trucks then did not have steer brakes as they were not required.

 

On a couple of Tom Riddell's 22 Whites, there was a thick 3 inch chrome hand wheel on a valve left of steer column under dash.
You could turn it to add or reduce air to steer axle by a twist.

 

I admire a man who "Sticks to It" even in the face of having to change tools mid job.
