Trying to thin it was a manual tachometer. You stuck the rubber pointed tip to the rotating item (say crank pulley), held the knurled thumb end and it read out the rpm on the dial.
I have seen such a device, may not be exact.

Disclaimer: We never were too shot in the axz with rpm. If it had a governor., run against it. If that not adequate,"adjust to taste" .
