Close the doors and it's out of site out of mind. Only way they are getting inspected is if they wreck or get pulled in for a level 1.
I would agree on the not legal part. Not sure what the legal requirements are because normally I was only worried about keeping stuff from falling over. -- Not secured to the dictates of some bureaucratic stack of paper.
But with how much the walls move when straps are tightened? My opinion is anything above the first two holes would be a waste of time.
Here's the thing; the drivers are getting by because van securement is typically not inspected (the exception being Hazmat). I pulled through one roadside inspection place in New Mexico and all van types were waved through. All flats were getting their securement checked over (Looked like a bunch of Kadets in training). Looked like they were also checking tanker's valves and seals.

Years ago, I picked I picked a load of the small Kubota tractors. The real small ones with the loader and backhoe attachments on it. In a dry van. Held seven of them. Guy loading them put one logistics strap across of the backhoe bucket on each one. I asked them if that was it. Said yep and they had never had a problem. I put a bunch of ratchet straps on them. Had 5 drops in Ohio and finalled in Ft Wayne. At every stop I was asked why so many straps. Said some they got didn't have any. Was a great load, payed good and got all the drops off in one day but I refused to haul another one.
