Every trucker who wants to pull up and dump into the #### thing next to the TA truckstop's own dumpster is welcome to it provided he or she pays the ordinary usage fee. Eventually a few thousand payees should maintain a network of coop dumpsters capable of handling common reciever and shipper trash refused by them eh? Incinderate what you can and landfill the rest.
