What is considered "Maximum Chains"?

Max would be chains on every axle and side. Believe what your question is what full chains requirement are? That would be... All 4 drives chained up, (Three railers on one axel and singles on the other.) along with atleast one on the trailer and maybe on both axels (staggering)

Max chains in most states are
Front drive, all tires
second drive, outside tire.
At least one axle of the trailer, usually the last axle, outside tires. you could do inside, but why.
Here is California's diagram
Used to be in Cali, you needed three rail when chaining dual tires, now only single drive axle trucks need three rails on duals. -
Also depends on where you're delivering to. Max chains at an oil patch site I went to was: One Steer, all four outboard drive tires (4 three railers was preferred), and one trailer tire. And I still got stuck half way up a 14% grade.
