What is this thing? Will it affect anything if I take it out and cut the wires? I would like to remove the wires completely if I can trace them all down. It looks terrible as you can see in the picture.

I don't believe it is a gauge or a clock as it has several wires going to it and one of the wires looks like an antenna of some sort. It has a small bulb like end on it and is zip tied up by the steering column. I was thinking it was some sort of idle timer or something possibly.
