That'd where I live and to be perfectly honest I feel very comfortable driving in the northern New Jersey, lower Connecticut, NYC and Long Island area. It's where I learned how to drive tractor-trailer, the GWB and Cross Bronx are no sweat off my nose and I would more than enjoy getting to go home every night.
Is All Island transportation my only bet? They're the only class A tanker company I know of that is exclusively local. Are there any others to consider, does anyone know? I would greatly appreciate some feedback.

Prospect Transportation, based in NJ I believe. They haul liquid asphalt, jet fuel, petroleum products. They bought a local fuel hauling company in my area in CT, I had looked into them. I chose not haul fuel, however.

Island Transport in West Babylon, not a great company to work for! Try Prospect aka Alternative Fuels Yellow Macks. Smaller Companies; Rocket Fuel Bayshore, Yol, CBC Bulk, Major, Cumberland farm. All fuel haulers out on Long Island! Oh, 2 more Sunoco and OK petroleum!

Island is the best bet. Was leased there for ten years and no complaints. You top out at 27.50 in a short amount of time and you do 50ish hours a week. (Straight Pay)
