At the end of they day insurance companies and the premium you are willing to pay determine who you can hire, its not up to the company, its up to their policy. SAP isn't something insurance companies want to take a risk on so the premiums are outrageous, as in its cheaper to have a policy that covers drivers without experience than a driver going thru SAP.

Driver, your life isn't over even if you never drive a truck again. It's awfully hard to see what comes from around the corner so don't think about checking out. For all you know this hardship will change your life for the better and open a future you would have never thought possible. It may feel like the end of the world but feelings change and there are other trucking jobs and even jobs outside of trucking. Go get some exercise outside and think about how to improve your life instead of ending it. It's not courage being demonstrated by checking out.

Also try to look for CDL Box truck work, beer distribution, concrete/construction supply companies, Union shops.
