I don't recall all the details, but Illinois, or perhaps other states, were stopping trucks with Oklahoma base plates and citing them for not having a tag. Fines were rather stiff. It is a shame. Back then you could buy an Oklahoma plate for about $1,100.

For several years after they changed the law, I had to take proof of residency in my state before they would give me a new base plate. It was a bit of a hassle. I have gotten to know a couple of people in that department over the years and they no longer ask me for proof. I had to take utility bills, property tax receipts or other proof of residency. I think that the required 2 or 3 pieces of similar documentation to prove you were a resident. A friend of mine wanted to tag his trailer in my state but would have had to prove residency for it to work. He decided to stay with his own state. It was just too much of a hassle for him. I could probably have signed a lease with him and he might have qualified, but I really didn't want to get in the middle of something like that and neither did he. I dislike paying taxes as much as anyone, but it is usually better to do things the right way and avoid the headaches.
