    Good luck with a claim on the cargo insurance. There is no loss, the cargo is in storage. Again, a civil matter.

    There is no proof that load is in storage, load was picked up and load was not delivered on time without any reasonable explanation so it can be considered as lost or stolen...

    Delivered on time or not doesn't make it criminal. Unless they sold the load it's civil. Been there.done that.
