I know of a few states besides California that are training their people in what to look for.

EPA issue is it not? I wouldn't be willing to put my neck on the line under the hope that whatever random DOT officer i encountered would decide of his good nature not to enforce a federal law. I'm sure there's plenty who don't care, but it only takes one...

The Epa will do everything in their power to strong arm every single law enforcement agency in the country to enforce environmental law. They do it with every aspect of business. Logging jobs get shutdown because of owls or frogs. Dams get removed because of salmon and steelhead. Highway patrol in California tow pickup trucks that are deleted. Smog shops won't even hookup to a vehicle with visible alterations to emissions equipment because they will lose their business from the fines. The Epa has an agenda and I expect most every state will eventually fall in line with their expectations.
