Too many rules for most companies to deal with as far as special pay and break schedules that California requires, even for drivers just passing through the state. They were requiring a paid 30 minute break after 5 hours on duty, but the feds overturned that in December. While in California, drivers are still required to take a 10 minute break for every 4 hours on duty. Most carriers don't want to deal with it so they avoid the state altogether.
There are thousands of mostly Hispanic, Indian and Pakistani drivers in the state with very old trucks and trailers who haul for dirt cheap. Next year they'll no longer be able to register those older trucks (pre-2011), so it will be interesting to see what happens to the market out here when they can no longer afford to drive or haul cheap freight. My guess it that it will improve things a bit for the O/O's. -
