Depends on the carrier and their haul types and how "busy" they are. But generally you won't have a lot of say in the matter. You'll have to run it as it comes.
That said. If your company runs long hauls like coast to coast, having a fresh restart puts you in a good position to get one of those if you're on one coast empty, and the load empty appointment requires 4+ full days -
If you can reset while under load and do all drop and hook you will maximize every day and get to 70 in 4-5 days take 34 hours off repeat. Just don't run yourself into the ground doing it. It's easier to use the thinker than the body to make money.

Get your restart when the opportunity presents itself but don't be concerned if you can't or don't.
But on long trips with extra time ALWAYS take your restart towards the END of the trip (along with your last 10 hour break)

Also. NEVER miss an appointment because you wanted to finish a restart. In the refrigerated trucking world, making appointment times is everything.

Yes also be able to give a revised eta if need be as much ahead of time as possible. Like during office hours the day before delivery. Delivery appointments you must be on time so you can participate in the hurry up and wait game. Pickups are generally a bit looser, with farm produce anyway. Frozen you be on time and pre cooled. Meat just get there and find something to do for 2 days.

Meat plants are not bad if you're with a carrier who has dropped trailers there as most do.

I would let the driver determine this. Whoever does more gets more. In my line of work, the majority of the customers are open Monday thru Friday, 0600-1700. Most of the OSOW crowd will get a reset every week.
Had a driver tha was waiting for a load miss the opportunity to load one afternoon because he was doing laundry. Stupid. You do your laundry during resets.
There are some drivers that pull really big loads that fuel up during the middle of their drive time. Do you know how long it takes to drop a big load, bobtail to fuel and then go back to the trailer? Stupid.
There are some drivers who try to grab a shower during their 30 minute break.
And then, there are drivers in a 65 mph truck that can crank out 700 miles every single day they run. SOLID driver. Love to see a driver that can truck.

And chaining and tarping. Tough but NOT impossible. Even with elogs. In the big game, you give the ball to the consistently good player, not to the player that's off and on. -

Always TCB. If you have sleeper berth, then TCB and get busy sleeping, that's your job.
Waiting for a dispatch in the middle of the day after getting a full night's sleep? Then TCB and keep napping and resting so you can run all night if you have to. Your job isn't to entertain yourself then come up with excuses why you can't safely flip your schedule and run the vampire shift.
If you need to do laundry or fuel, TCB when it won't slow you down.
Need to run through a congested metro area? TCB and try to run it at night without traffic.
Want more miles? TCB and plan your trip, then work the plan.
Don't come up with excuses for why you won't take a load. TCB and earn a solid reputation.
