While those guys banter about 'hacks' that call themselves techs, and other things that aren't important ... let's see what I can do to answer your question.

    No not really.

The radio can be tuned for a fixed impedance abnd that could be ready but the antenna is a crap shoot.

What I mean is that there is more to tuning an antenna than just tuning it. other factors come into play like environment that it is used in, if it is a WS truck, it may be a little out of tune when the same thing is put on say a KW.

It is best to set it up, then tune the antenna itself after it is done.

You are free to do as you wish and whenever you get tired of wasting money and being a mud duck and not being able to hear people unless they are within 10 miles of your location I can point you in the right direction.

Actually he deserves the upmost respect because he's better than any technician you've ever been to in regards to troubleshooting and repairs.
He also happens to be one of the smartest people I ever met.
So smart in fact, that he was able to recognize his own limitations.
There's nothing shameful about being very good at one thing and not so good at something else.
It's only shameful when you are unable to put things in their proper perspective and put yourself on a pedestal thinking that you are just as good as the best when you really don't have a clue.
Russell was smart enough to know his limitations and made no pretenses about being the best when it came to tuning radios. He deserves the utmost respect for that.

But you have no problem saying his work was inadequate... that makes a lot of sense....here's the bottom line on Chris Holland like it or not he works in a successful cb shop in southern cali has for 20 years or more whatever --- it's located right by probably the 2 busiest truck stops in the USA you walk in that shop their parts inventory is little to none hell they sell cheap knock off predator antennas made by tram or Browning or whoever the other guy that works there I hear is the owner of the shops son. I hear he's a meth head I could care less it's not my business. The only reason that shop is in business is Chris because of all the repair work and mail order work he does.... he has a excellent reputation with his customers and some of the top cb shops and top cb techs out here. doubtful that shop would've been open or stayed open even a year without Chris Holland there... always a underlying reason someone bad mouths someone else. In your case it's always because your jealous of that person and their success... that's truly sad.. nothing and I mean nothing---- you say on here is going to change his success and respect he has from other people... you just waste your breath when you bad mouth all the people you do bad mouth on this forum... and that's a awful lot of people !!!!!

2 mile Cobra 29's are nothing for me to be jealous of. Jason's Cobra 29 works quite well in case you didn't notice.
Perhaps you might be projecting your own jealousy upon me in typical sociopathic fashion?
I'm quite content. Nothing to be jealous of.
(Unless of course you discovered a tech that can make a Cobra 29 talk 50 miles mobile to mobile and you are keeping the information secret)
Here is a prime example of an honest effort by a good technician who did the best he could with the limited tools at his disposal.
Tech was in Virginia. Not sure about city.
    Driver forgot town.

Thank you. That makes perfect sense. Now, to find a shop near me to tune the antennas.

Dude it means nothing to anybody on here..... that a cobra 29 talks 45 or 95 miles------nobody but you cares.. but you can't get get that thru your head. It's the area terrain amount of noise level cell towers not in play a whole lot of businesses not in that area pulling power. Their are so many factors that come into play its beyond ridiculous....big deal I hope someday you get a life before the good Lord takes you.... if he is the one who takes you. ???
