Who normally pays the trucking company, the shipper or the receiver?

Like sometimes i had loads that i delivered to a consignee but they werent the final customer. They just warehouse the freight for the customers own trucks to pick up to del to their stores. Like Giant Eagle delivers to the stores i think with their own trucks.
