In all honesty DOT knows the industry is run by druggies. This is actually the purpose of the 30 minute break before 8 hour rule. They know speed will be all but worn off by then and they want you to have ample time to redose and get back on the highway.
who tests for drugs: employers or schools as well?

Joined the Navy at 17--knew folks that had it but wasn't willing to risk an OTH discharge for a hot drug test. First job out of the Navy was in law enforcement--more randoms so it would have been out of the question even if I'd been inclined. I guess I dealt with enough pot heads there to know that it wasn't something I wanted to try thereafter. -

It never ceases to amaze me that people go to driving school or orientation, knowing full well there's a good chance they are going to fail the drug test. If you think there is a chance you will fail a drug test then don't go. Once you fail a test you can kiss your career goodbye. If you refuse to take a test that is about as bad as failing a test. Either one will be noted in your record and any future employer can access that information.
I remember in my orientation we started with 42 and by the third and last day it was down to 18. On the first day I estimate at LEAST six people outright failed the drug test and two people left the room after it was announced that anyone coming back from a 15 minute break that THEN decided to leave would be noted as "Refusal To Take A Drug Test". That's quite a percentage of people that were either not motivated enough to become employed to quit drugs, or had a serious issue with inability to quit drugs.
Anyone that is currently using drugs and thinks they might test positive should wait until they know they will test negative before proceeding with attending school or orientation. Once you commit to driving as a career you should also commit to stop taking all drugs.
