There are thousands of older flats out there still in the pool that the only way to tie anything to them is by using the rubrail. Never really was just called a rubrail. Anyone seen an outboard frame flat before? Hard to hook anything to 1/2 thick “styled” c-channel. Fmsca passed that rule in 2002 without thinking about that and soon retracted it after they figured it out. The under deck ratcheting strap spools are a new thing on trailers too. Not common back on many old day trailers.

Mine has winch track on both sides so there is nothing else to hook to besides the rub rail. We have one with a conistoga on it and it has some weird contraption that slides in the passenger track to hook straps to.
