Here the farmers that raise pigs or meat cows buys young animals from specialty farms.
Those young animals are hauled with those special trailers.
The disinfection is to stop the spread off decease.
A policy that has worked apperently as farm clearences have been drasticly reduced.

There's vast parts of Australia that are used for Breeding only & sell all progeny as Weaners,these are transported to more productive parts of the country for either Backgrounding up to feedlot Entry weights, or grown out to suitable Kill weights.

We're lucky that we're an island That has very strict quarantine Laws. (just ask Johnny Depp ) So this isn't needed..
