Yes, regular production was announced for March 2018.
This was published by Kamaz and Liebherr in December 2017:
"Today, all lines of the new conveyor are working in a start-up mode. It is expected to assemble 7-10 power units till the end of 2017. The industrial production of R6 engines will be launched in March 2018. The new line is designed for the output of 12 thous. power units a year. Under the project, 150 new workplaces were created at the engine plant of KAMAZ."
But......this once more shows that you can never fully believe what companies publish or write on their websites.....
When I was at Kamaz in September of 2018 the new production line for the engine was part of a plant tour. Only a handfull of pre-production engines had been built, and the production line for the engine looked deserted.
I was told that they planned to produce 200 engines in the remaining months of 2018.
People at engine R&D also said that the Kamaz produced truck engines will have complete Bosch fuel- and control-system, not the Liebherr system.
The engines I saw indeed all had Bosch on them.
Kamaz also produce Cummins ISB-engines. Main components arrive from Cummins' supplier, such as Tupy (Brasil) for the blocks and heads. All the machining and assembly is done by Kamaz.
The introduction of the new truck (with the new Kamaz-Liebherr engine and MB Actros MP4 cab) was delayed as well.
The cab factory was supposed to start production end of 2018, but in September the production hall was still being built (looked like only the foundations were there, not much else, if I remember correctly.
A large Kamaz customer I deal with ordered 80 trucks of the first production, but by the end of February he still had no idea when the first trucks were going to be delivered. I don't know what is the situation at this moment. I most probably meet them again next week, and may know more.

Where do the jacks stow? No tarp law? Interesting, another take on palletized loading system. Any idea on price?

Since the Russian economy went down the drain these last years, it is quite likely that Kamaz can't raise the money to finish the plant, or they want to wait for better times.

On one of the many YouTube video clips about the Bauma 2019, I noticed a new Scania 5-axle tractor. And indeed Google showed me that this type is quite new. It is a 10 x 4 x 6 tractor, and it has the 730 HP V8 engine of course.
The first one was sold to a Dutch company of course (yes indeed dear @Cat sdp), and delivered in January of this year. Here it is:
The cab is very well equipped:
