when you are pulling other truck or bus or whatever you need to be very heavy and long. only way to be stable, remember that point which you have lifted (axle) is very behind truck and this require long wheelbase to make vehicle stable very heavy front

i have one interesting multifunctional vehicle still at bodybuilding stage, 8x4, with 56mt crane behind cab, 21m long, 264k driveline, 229inch WB, have sliding platform so can load forklifts etc. can extend platform, have boat support arms, can remove platform and use it as tractor. have 2 trailer hooks. have removable zacklift z453.
now since crane is rather big it needs rear frame stabilisers, which make problem for zacklift as it is installed far from 4th axle. thereby need lot of counterweight below front bumper (front crane leg there). remember that euro trucks got front axle quite deep this reduce its lifting capacity even more so with 59k axles you are still not going to lift very heavy vehicles.

Yes, I know. That is why this Dutch wrecker has a 2.5 tonne counterweight behind the cab. It can lift 26 tonne on the brille, or 12 tonne on the extended boom, and has a 12 tonne and a 20 tonne winch.

    98989 Thanks this.

If you really want something like a rotator, take a look at this:
