Yes it is. off-road is not just driving through mud, but also over rocks, climbing very steep inclines etc. That is not something you want to do with a tractor.

Now if you want to send tractors to the US market , I really like the Valtra . In our bushhoging the 900 series Valtra was a impressive machine. That Fendt would been torn to bits the first day mowing trees. It took us a month in the fab shop to get a tractor ready to go to work for us. Build a full roll cage (we would roll one about once a month), with sweeps , enclose the belly , enclose the drivers compartment in metal grate (has to stop a 150mph rock) . We would mow trees like people would mow grass. Most areas we reclaimed , had 15 years worth of growth on them. Cutters were beyond heavy duty ! Open in the back , if tractor could not push a tree over , spin around and back into it . Blades stuck out about 18 inches , and designed to take out chips , but most trees just shattered . Gosh I miss that line of work some days.

I say it must not climb with any angle on the drive line.
I used to bumper down a CAT 936 wheeled loader up a rock pile floating the bucket until the rock is scraped up and forced over the top and made higher, steeper for the next several tractor trailers of stone coming in for me to process.
You never allow the Wheeled loader to hae anything other than a straight line in terms of gravity acting on the rig fore and aft. ANY force that pulls away to port and or starboard will introduce new problems and a chance of a lethal ending to your workday.
Once in a great while when everything is fresh lubricated she will accept a unnatural position, usually when loaded with stone in the bucket. Just have to keep it very close to ground as it weighs more than you do.
I would give a nut to drive loaders again someday, it's not work but actual precision play time to me. -
Tractors and similar vehicles are inherently unstable in other situations. They easily tip over because of their high centre of gravity. Several decades back cages on tractors became mandatory in the Netherlands (and other countries) because so many people died when a tractor tipped over.
Real off-road vehicles are designed to drive over all kind of hilly terrain, and stay stable leaning over sideways etc. Tractors are not designed for that kind of work.
