Here's a gravel truck I found on Google. My guess is its a BC truck based on the manufacturer of the dump box.

 

That Document also states (page 8 onwards) the Triaxle is;
20 Tonne on GML (general mass limits)
can go to21Tonne on CML (concessional mass limits)
or 22.5 Tonne on HML (Higher mass limits)

Heavy Haul guys can go to (Under permit) a figure approaching the 27 Tonne you Quoted.
I've done my Share of oversize over the years. But Have No experience of Overmass.. ( When I was ever heavy, It certainly wasn't Legal.. )
