This Wikipedia map makes the patchwork of laws easier to understand, unfortunately it cannot reduce the frustrations of being stuck behind the turtle races.

Utah Code Section 41-6a-710 -

But as the old NCUTLO group, (which most states got their laws from), died due to the rise of the internet, AAA is a voting member of NCUTCD. Which does the same templating that most states copy these days. Note that AASHTO, which controls CDL teaching is also a voting member of the NCUTCD.
But yes things do change and I assume Utah suggested the middle lane due to the old collector system their freeways use to use before the olympics gave them the budget to tear it down and use the more typical bridge spaghetti model that I don't know what is called.
But as the risks of getting an actual ticket for even blocking the far left lane is small I doubt that there is little incentive for people to get out of the middle lane in those handful of states that require it by law.xlsdraw Thanks this. -
That is a center turning lane and not a highway/freeway with three or more lanes in one way. Note the "providing for two-way movement" part. -
Depends. If there is heavy traffic, it's better to be in the middle lane. If there is little to no traffic in the night time, it's probably a #######. Pass on the right or in the truck restricted left lane.
I see it no other way. -
